Idaho gun law bills in 2013

Education is the upmost importance. It is our task to educate those that are ignorant on the importance of our 2nd amendment with compassion and understanding. It is only then that we will continue to see the anti-gun voice decrease, and then we will see less legislation proposals that endanger our essential right to protect those and that which we love. I wish to share what legislation is proposed in the statehouse for you to share with others.
· H0183- House Bill 183 is the first of the "Gun Rights bills" that the legislature is putting forward to expand Idahoan's 2nd amendment rights. It is a measure that strikes out contradictive and old code that allowed cities to regulate and restrict conceal carry in cities and counties.
o It prevents any city or county from implementing any type of additional restriction on conceal carry permits or implementing any type of ban.
o Status: Printed and Referred to the House State Affairs Committee

· The House of Representatives will be introducing a bill next week that will prevent state officials and state employees from assisting any federal entity in the enforcement of any new federal law regarding the 2nd Amendment.
o This bill orders any official, agent, or employee of the state to not enforce or attempt to enforce any federal order, law, rule or regulation that aims to limit our 2nd Amendment rights.
o Basically it is a measure that if they try to do something to block our 2nd Amendment rights, they are on their own and nobody in Idaho is going to help them.
o Status: Awaiting a print hearing.



· H0192- House Bill 192 will create a new class of concealed carry permits (called enhanced carry permits) that will require additional training and eligibility requirements but will allow the holder to carry in more states.
o This bill will help school boards decide whether to allow concealed carry on school grounds.
o This bill is voluntary and will be recognized by more states.

o An 8 hour hands-one, live fire training course is a requirement to attain the enhanced conceal carry.
o Basically, it gives Idahoans more flexibility and ability to protect themselves and their families by affording more opportunities to carry conceal.
o Status: Printed and Referred to the House State Affairs Committee





· S1099- Is a measure in the Senate that will alleviate the unnecessary and large burden requirements that the Federal Government have put in place on people who want to use firearm suppressors. This bill states that if a suppressor is made in Idaho and it stays in Idaho, then it is not subject to the commerce clause and therefore it is not subject to the ATF's requirements to register and pay a $200 tax to purchase and use one. This bill is for public health and safety. Gemtech is the biggest of 5 companies selling suppressors in the state.
o Hearing loss due to gunfire is a serious problem in Idaho. We spend a lot of money in healthcare costs due to people losing their hearing because of gunshots.
o Suppressors are great to mitigate hearing loss problems because they reduce the noise levels to a safe level. Therefore, states, as Chief Justice Roberts said in the Obamacare case, sometimes gotta act like states. Idaho sees this problem and we see the solution, and we are going to act.

· There is another bill that is in the works that will be aimed at addressing school safety standards.
o This would include measures that will give more control and leeway to school boards who wish to allow certain individuals to carry concealed on school grounds as an option to help bolster school safety.
o This is where the enhanced carry permits will come into place nicely.
